Does stem do physical cd licencing

I want to add a bunch of games that have been sitting on my bookcase and collecting dust and I went on the steam store to check if said games are avaidable ,but I dont have a CD reader for my pc and I don't want to pay for the games again is there anything I can do?

No. Just because a game is on steam doesn't mean a CD version redeems on steam. If it redeemed on steam there would have been a code with the game to enter on steam to activate it on there.

If you can install the games to your PC then yes you can add them Steam as a non steam game so they appear as a shortcut in your library.
But they are still non steam.
That's your only option if you want keep the games on Disc.
Buy an internal DVD Rom / Also known as Optical drive , external usb optical drive also available on Ebay Amazon.
Online is pretty cheap

In some cases you can.

Some boxed versions of games like Total War series came with product keys.
You can try to activate those product keys on Steam.

Also most Valve games.

Eventually you can contact the publisher or developer with a picture of your disk/product etc and they might send you one.

You go to games > activate a product on Steam.
